CLIA and CAP Requirements for Foreign-trained Personnel

The CLIA regulation and interpretive guidelines at §42 CFR 493.2 state, “Individuals who have degrees from foreign institutions must have an evaluation of their credentials to determine the equivalency of their education to an education obtained in the United States (U.S.). The equivalency evaluations should be on a course-by-course basis and may be performed by a nationally recognized organization. These may include such organizations as the National Association Credential Evaluation Services, Inc. (NACES) (https://www.naces.org).”   

As a charter member of NACES, ECE provides credential evaluations to comply with CLIA regulation and interpretive guideline §42 CFR 493.2 and fulfill CAP regulations GEN .55450 and GEN .54025 (i.e., Personnel Evaluation Roster).

Report Options

ECE offers several report types within our Exclusive Use option that can alleviate this issue. ECE® Exclusive Use reports are ordered and paid for by your organization and are based on scanned photocopies of credentials we receive from you.  

Easy Process

The process for obtaining the necessary evaluations is easier than you might think. Here's how it can work for you:

  1. Collect academic documents from POCT staff educated outside the U.S.
  2. Apply for an evaluation on their behalf with a free ECE® Dispatch account. 
  3. Send documents to ECE. 
  4. Typically receive a report in around 5 business days*, download report PDF, including educational documents from Dispatch at your convenience, 24/7.

    *We usually deliver within this timeframe, but some reports may be done faster, and some make take a little longer. 

Completed evaluations are available in Dispatch for one year. They’re ready when needed for CLIA inspections, accreditation, and more. Evaluations for newly hired staff can be ordered as needed. Recruit top talent knowing they have all the proper training to successfully fill the position.
